The Senate Conservatives Fund (SCF), South Carolina Republican Jim DeMint’s new “leadership” political action committee (PAC), endorsed former Rep. Bob Schaffer on Thursday as he tries to keep the seat of retiring Colorado Sen. Wayne Allard in Republican hands. If DeMint proves to be a prodigious fundraiser, Schaffer could get a boost from SCF expenditures at a critical juncture in his match-up with Democratic Rep. Mark Udall . Full Story

A 527 group funded by a coalition of labor unions is running ads criticizing the education record of Democratic candidate Jared Polis, who is running for Colorado’s 2nd District seat. The group, Colorado Counts, spent $215,000 on the ad and got $100,000 each from AFSCME and the SEIU unions. Polis in a three-way primary race against Democrats Joan Fitz-Gerald and Will Shafroth. Labor unions and abortion rights group EMILY’s List are backing Fitz-Gerald’s candidacy.

CQ Politics: Out-of-State Funds Fuel Sununu-Shaheen Fight in N.H.

Six years ago, Sen. John E. Sununu spent $3.5 million to defeat a bigger-spending Democratic challenger Jeanne Shaheen. This time around, the New Hampshire Republican’s campaign is sitting on $5 million after spending nearly $1 million, according to CQ MoneyLine. Ms. Shaheen, meanwhile, has been spending, not hoarding, and at last report had $2.1 million in reserve. A lot of the money fueling the New Hampshire contest is out-of-state cash. Full Story

NARAL Pro-Choice America continues its small but steady expenditures in behalf of Democratic presidential candidate Barack Obama. Most recently the group, which advocates for reproductive rights, spent $576 on Google advertising and phone banks, new expenditure reports show. All together, NARAL has spent $190,000 to support Obama and oppose his Republican opponent, John McCain, since announcing its endorsement of the Illinois senator in May.

EMILY’s List is throwing its resources behind House candidate Joan Fitz-Gerald in Colorado’s 2nd District. The group has spent nearly $100,000 in Fitz-Gerald’s behalf, most of it on phone banks and mailings, new expenditure reports show. Fitz-Gerald is in what promises to be a high-spending Democratic primary race to succeed Rep. Mark Udall, who is running for the open Colorado Senate seat. Fitz-Gerald ended the second quarter with $711,000 cash on hand, behind opponents Will Shafroth with $736,000 and Jared Polis, who banked $867,000, including contributions from his personal funds. Congressional Quarterly rates the race safely Democratic, with the victor of the Aug. 12 primary expected to go on to win the general election.

CQ Politics: Money Flows to Pelosi’s GOP Opponent (Yes, She Has One)

Running against Speaker Nancy Pelosi in her home district in San Francisco is as close to a political suicide mission as a Republican can undertake, but unlike her underfunded predecessors, GOP nominee Dana Walsh won’t lack for money. Walsh, an interior designer and member of the San Francisco GOP central committee, had raised $363,871 as of June 30, according to CQ MoneyLine. Full Story

The political action committees connected to Alaska Republicans Ted Stevens and Don Young, both under investigation for alleged corruption, have slowed their activity considerably of late. Sen. Stevens’ Northern Lights Political Action Committee raised only $34 for in June and spent $28,000, new financial reports show. Since the first of the year, Northern Lights has raised $388,000 and has given $340,000 to other candidates. In 2005-2006, the PAC raised $720,000 and doled out $744,000 in donations.
     Rep. Young, meanwhile, raised $5,000 in June and spent $1,000 through his Midnight Sun Political Action Committee. The PAC has raised $109,000 and spent $161,000 so far this election cycle, compared to $352,000 in receipts and $330,000 in expenditures during 2006 election cycle.

DSCC and DCCC Have Cash to Burn on Congressional Contests

The Democratic Party is poised to play a significant role in a handful of competitive Senate races that are now ramping up their activities. The Democratic Senatorial Campaign Committee enjoys a nearly two-to-one cash advantage over the National Republican Senatorial Committee — $46.2 million to $24.6 million — new financial reports for June reveal. The Democrats have widened their cash gap since May, thanks to a strong month of fundraising. The DSCC raised $10.8 million in June and spent $3.1 million. The NRSC trailed with $6 million in receipts while spending $3 million.
     The Democratic Congressional Campaign Committee, meanwhile, continued its strong run this election cycle, outraising its Republican counterpart in June and adding to a huge advantage in available funds. The DCCC raised $10.1 million during the month compared with $6.1 million in receipts by the National Republican Congressional Committee. That allowed the Democrats to increase to their cash on hand, which now stands at $54.7 million, more than six times the $8.5 million the NRCC has in the bank.

Court Rejects Group’s Ads Without Disclosure

A U.S. District Court upheld a decision today requiring a conservative grassroots group to disclose its donors if it wants to run ads for an unflattering documentary about Hillary Rodham Clinton. The organization, Citizen’s United, hoped to run commercials for “Hillary: The Movie,” a film critiquing New York senator’s record, without reporting its donors to the Federal Election Commission. Campaign finance laws states that such disclosure must be made for ads run in the weeks leading up to a primary that mention a particular candidate. The legal battle began in December, when Citizen’s United sued the FEC for denying it request to run ads touting the movie without reporting its donors. In March, the Supreme Court denied an appeal from the group on jurisdictional grounds.

McCain Joint Fundraising Efforts Break New Ground

Republican presidential candidate John McCain and the Republican Party are knocking on the door of history when it comes to joint fundraising committees. Four joint fundraising committees have helped the Arizona senator raise more than $61 million during the last three months, according to new quarterly reports filed earlier this week with the Federal Election Commission.
